Police Chief Richard P. St.Sauveur, Jr., has announced that the police department will be changing its shoulder patch design and replacing the design that has been worn since 1973.

The new shoulder patch is shaped as a shield, which is a very popular law enforcement patch shape. It prominently displays three blacksmith hammers, which were included on the original Town seal, and appear on the current Town seal. According to the Town’s website, these blacksmith hammers have come to represent the villages of Greenville, Georgiaville, and Esmond. The new patch also includes the year “1950,” as this was the year in which a permanent police force was established in Smithfield.

The colors of the new shoulder patch have very specific meaning. The patch is bordered in Black to signify the mourning of the loss of our brother and sister officers, who have made the ultimate sacrifice protecting their communities. The police profession is typically associated with the color Blue. As such, the blue within the patch represents law enforcement and the many dedicated officers serving their communities every day. The Black & Blue colors, side-by-side throughout the patch, are intended to symbolize the universally accepted colors of the National Law Enforcement Officer Memorial mourning band and ribbon. “Smithfield Police” is purposely colored in White, as white signifies the purity, peace, and calm that is expected of our police officers. White also represents the color of protection. The Gold signifies optimism, confidence, higher ideals, wisdom, understanding, generosity, giving, and compassion. These are qualities and characteristics that we expect from Smithfield Police Officers.

The “official” Smithfield Police Department shoulder patch and logo will contain the color gold. This patch will be worn by all officers holding the ranks of Lieutenant through Police Chief, as these officers’ uniforms are trimmed in gold. The ranks of Patrol Officer and Sergeant will wear a patch that replaces gold with silver, as their uniforms are trimmed in silver.

The Smithfield Police Department will begin wearing the new shoulder patch on April 24, 2017.


On March 9th, 2017, Police Chief Richard P. St.Sauveur, Jr., and members of his command staff, issued Executive Secretary Lisa A. DiSciullo the first new Smithfield Police Department shoulder patch. The Department will soon retire the current patch, which has been worn by Smithfield officers since 1973, and transition over to the new design. Executive Secretary DiSciullo’s father, the late Lieutenant Saverio E. Serapiglia, was one of three Smithfield officers who contributed to the design of the current patch. “We are grateful for Lieutenant Serapiglia’s service to this Department. It was an absolute privilege to issue the first new patch to his daughter, Lisa.”

Anyone wishing to purchase a new patch may do so by mailing a self-addressed, stamped envelope size 6″ x 9″ and a check or money order for $10.00 for each patch (U.S. funds only), payable to “Smithfield Law Enforcement Explorers” to the following address:

The Smithfield, Rhode Island police patch shown above is a six-color shoulder patch depicting Smithfield Police Department Headquarters. The patch has been worn since 1973/1974, right after the station was first constructed. The patch was designed by the late Lieutenant Saverio E. Serapiglia, the late Captain Prescott J. Williams II, and retired Deputy Chief James H. McVey. The finished design was prepared by local artist Frank Iafrate, who also designed the United States Seabee logo.

 aNEW SHOULDER PATCH designed by and for the Smithfield Police Department will soon be decorating the uniforms of all members of the force. the patch which features a spead eaglewatching over the new quarters of the Smithfield Police Department was designed one night at a staff meeting and later approved by the Town Council. Each man will have twenty patches which busy wives will somehow have to find time to sew on before February 1.

Pictured above are the old style Smithfield PD patches that were worn prior to 1973/1974. This is the same style patch that was worn by many Rhode Island police departments until the 1970’s – only the city or town name on the top of the patch was changed. The white-background patch was believed to have been worn by higher-ranking officers but this has not been confirmed.

Smithfield Police Autism Awareness patches

In April, National Autism Awareness Month, the Smithfield Police Department, along with the Smithfield Fraternal Order of Police – Lodge #17, created these Smithfield Police Autism Awareness patches. These Autism patches are available to the public for $10.00 each, and all proceeds from patch sales will be donated to The Autism Project of Rhode Island.

Smithfield Police 9/11 Tribute Patch

In observance of the 20th Anniversary of the September 11th attacks, the Smithfield Police Department, along with the Smithfield Fraternal Order of Police – Lodge #17, have created a Smithfield Police 9/11 Tribute Patch. This patch was designed to pay tribute to those who lost their lives in the terrorist attacks that took place on September 11th, 2001 at the World Trade Center in New York City, the Pentagon in Arlington, Virginia, and the crash of United Airlines Flight 93 in Shanksville, Pennsylvania.

During the month of October, members of the Smithfield Police will have the option of wearing this alternate patch on their uniforms. The Breast Cancer Awareness patch is available to the public for $10.00 each, and all proceeds from patch sales will be donated to the Gloria Gemma Breast Cancer Resource Foundation.

The Veteran’s Appreciation patch is available to the public for $10.00 each plus $1.00 shipping. All proceeds from these patch sales will be donated to Operation Stand Down Rhode Island.

Smithfield Police Special Olympics RI Patch

The Smithfield Police Department, along with the Smithfield Fraternal Order of Police – Lodge #17 and Special Olympics Rhode Island, have created a Smithfield Police Special Olympics RI Patch.

These patches were available for purchase at the Northern RI Area Special Olympic Games at Bryant University on May 1st and are now available to be purchased online and at the Smithfield Police Department. During the month of June, members of the Smithfield Police will have the option of wearing this alternate patch on their uniforms. The Special Olympics RI patch is available to the public for $10.00 each, and all proceeds from patch sales will be donated to Special Olympics Rhode Island.
